Set pears side by side in a shallow baking dish or pan (they should fit snugly).
Pour wine over pears; sprinkle with 2 tablespoons of the sugar.
Bake in a 425° oven for 45 minutes.
Mix water and remaining 1 tablespoon sugar into pan juices; baste pears well with mixture.
Continue to bake, basting occasionally with pan juices, until pears are richly browned and tender when pierced (15 to 30 more minutes).
To serve, place pears on 2 dessert plates; spoon pan juices over fruit and offer cookies alongside.
