1) In a bowl mix powdered milk with cold water.
2) Put the mixture into a mixer pot and whip it.
3) Add vanilla and sugar to the milk and whip it until it is light and fluffy.
4) Serve the vanilla topping on desserts of your choice.
Make sure everything is ice cold including mix pot and water used.
