Ingredients

 Vegetable oil spray
 Fish fillets1 1/2 Pound
 Water1 1/2 Cup (16 tbs)
 Lemon juice2 Tablespoon
 Ground black pepper To Taste
 Canned tomatoes2 Large, sliced
 Green bell pepper1/2 To taste, minced
 Onion2 Tablespoon, minced
 Plain bread crumbs1/2 Cup (16 tbs)
 1 tablespoon acceptable vegetable oil
 Basil1/2 Teaspoon

Directions

Preheat oven to 350°F.
Rinse fish and pat dry.
Lightly spray a baking dish with vegetable oil.
Combine water and lemon juice in a bowl.
Add fish, cover and refrigerate for 10 minutes.
Then place fish in prepared baking dish.
Season with black pepper and arrange tomato slices, bell pepper and onion over fillets.
In a small bowl, combine bread crumbs, oil and basil.
Drizzle evenly over fish and vegetables.
Bake uncovered 10 to 15 minutes.
