Crumble beef into 2-quart casserole.
Stir in 1/2 cup salsa, salt: onion powder, garlic powder and pepper.
Microwave at High for 4 to 6 minutes, or until beef is no longer pink, stirring once or twice to break apart.
Stir in remaining 1/2 cup salsa and beans.
On 12-inch platter, mound mixture into rounded shape, about 9 inches.
