Directions

MAKING
1. In a pan, saute the onions, garlic, red bell pepper and green bell pepper in olive oil.
2. Add saffron and stir.
3. Add tomato paste and rice and cook.
4. Ladle some stock and stir once and let it cook.
5. Ladle more stock once as the liquid evaporates.
6. Place fish on top of the rice to cook by steam.

TIP
7. If using meat, cook before hand and then add into the paella.
