 Red wine vinegar1 Tablespoon

 Pepper1/8 Teaspoon

Directions

Coat a large nonstick skillet with cooking spray; place over medium-high heat until hoc.
Add green pepper, celery, onion, and garlic; saute 5 minutes or until vegetables are tender.
Add tomato and remaining ingredients; bring to a boil.
Cover, reduce heat, and simmer 15 minutes, stirring occasionally.
