Ingredients

 Hamburger1 1//2 Pound
 Tomato sauce1 Can (10oz)
 Tomatoes1 Can (10oz)
 Sugar1 Teaspoon
 Salt1 Teaspoon
 Chili powder1/4 Teaspoon
 Dried basil1/4 Teaspoon
 Noodles package1
 Sour cream1 Cup (16 tbs)
 Chives2 Teaspoon, chopped
 Cream cheese1
 Cheddar Cheese1/2 Cup (16 tbs), grated

Directions

Brown meat and pour off fat.
Add the tomato sauce, Ro-Tel tomatoes, sugar, salt, chili powder and basil.
Cover and cook 20 minutes.
Cook noodles and drain.
Line bottom of a 2-quart casserole with 1/3 of noodles.
Mix chives with sour cream and cream cheese.
Spread 1/3 of mixture over noodles.
Cover with meat sauce.
Repeat layers twice.
Bake at 350° for 20 minutes.
Sprinkle with Cheddar cheese and return to oven until cheese melts
