Directions

Soak cod in water 12 hours; rinse.
Simmer in water till tender, about 15 minutes.
Drain.
Remove bones and skin; flake into large pieces.
In skillet cook onion, pepper, and garlic in oil till tender.
Stir in flour; cook till lightly browned.
Add tomatoes, 1/4 cup water, bay leaves, and thyme.
Simmer, covered, 30 minutes, stirring occasionally.
Remove bay leaves.
Add cod; heat through.
