Toast the rice in a dry pan over medium heat, stirring until well browned.
Grind in the blender, then toast the powder again briefly, in a dry pan, stirring constantly.
Combine skim milk powder and water with a wire whisk.
Put in heavy saucepan; add salt and bring to a boil.
Add rice powder, stirring constantly.
Lower heat and simmer, covered, about 10 minutes, or until cereal is thick.
Toast sesame meal in dry pan over medium heat, stirring constantly for a minute or so and add along with yeast to cereal.
Stir in sesame meal and nutritional yeast.
