Ingredients

 Butter1/2 Cup (16 tbs)
 1 cup brown sugar, packed
 Baking powder1 Teaspoon
 Vanilla extract1 Teaspoon
 Salt1/4 Teaspoon
 2 cups rolled oats, old-fashioned or quick-cooking
 1/4 cup semi-sweet chocolate or carob chips

Directions

Preheat oven to 350° F.
Combine butter and brown sugar in a 2-quart saucepan. Cook over medium heat until butter is melted, stirring constantly.
Remove from heat. Stir in baking powder, vanilla extract and salt. Add oats and mix thoroughly. Spread mixture evenly over the bottom of a buttered 8-inch square pan.
Bake for 20 to 25 minutes until edges are lightly browned. The bars will still be soft in the center. Remove from oven and allow to cool for a few minutes.
Sprinkle chocolate or carob chips over top. Let stand until chips are glossy and soft, about 5 minutes. Using a broad knife or spatula, spread melted chips over top.
Set aside to cool. Cut into small bars and place in refrigerator for a few minutes to set chocolate topping before removing from pan.
