Ingredients
| Green onions | 4 Bunch (100gm), trimmed | |
| Water | 3/4 Cup (16 tbs) | |
| Bouillon cube | 1 | |

| Heavy cream | 1/4 Cup (16 tbs) | |

Directions
1. Cook the scallions, covered, in water with the bouillon cube until just tender. Drain and keep warm. Reserve the liquid.
2. Melt the butter, add the flour and stir with a wire whisk until blended. Meanwhile, bring the reserved liquid and the cream to a boil and add all at once to the butter-flour mixture, stirring vigorously with the whisk. Season with salt and cayenne. Add the cheese and stir until melted.
3. Arrange the scallions on toast and cover with the cheese sauce.
