Combine tomatoes, celery, onion, green pepper, and seasonings; cook gently 30 minutes.
Combine macaroni, vegetables, meat, parsley, and 3/4 cup of the cheese; turn into greased 2-quart casserole.
Bake in slow oven (325°) 1 hour.
Top with 1/4 cup of the cheese during last 5 minutes of baking.
Garnish casserole with sprigs of parsley.
