Directions

Heat oven to 350°.
In large skillet, cook and stir ground beef until light brown; drain off fat.
Add onions and green pepper; cook and stir until onion is tender.
Stir in tomatoes, rice, chili powder, salt and pepper; heat through.
Pour into ungreased 2-quart casserole.
Cover; bake 1 hour.

This is a great recipe that I've been using for years and years. It originally came from a Betty Crocker cookbook dated in the 60's. Since you can hardly find a 1 lb. can of tomatoes anymore, you can add a 4 oz. can of green chiles to make up for the lost liquid. This recipe is also great made with leftover chopped chicken. Wonderful!
