In a wide bowl sift together flour, salt, baking soda and cream of tartar.
Cut the margarine into small pieces and rub it into the flour with the fingertips.
Gradually add the milk and water and mix using a round-bladed knife to give a soft but manageable dough.
Knead the dough quickly on a lightly floured surface to remove all cracks.
Roll the dough to 1/2 inch thickness and cut out 2-inch rounds with a plain or fluted pastry cutter.
Knead the trimmings together, roll them out, and cut out as many scones as possible.
Place the scones on a heated, ungreased baking sheet, brush them with milk, and bake them near the top of a preheated oven at 450 degrees farenheit for about 10 minutes or until well risen and golden brown.
Use as desired
