Shred the peel of 1 orange finely and set aside.
Slice the oranges, removing the seeds, and put the slices together again in their original shape.
Arrange them in a serving dish.
Put the sugar into a small, heavy saucepan and stir over low heat until it has melted and is caramel in color.
Initially the sugar will be lumpy, but it will become smooth as it turns into a syrup.
Draw the pan off the heat and stir in 1/4 cup of water.
Return the pan to the heat and stir until the caramel is dissolved in the water.
Remove the pan from the heat and stir in the juice from the remaining orange and the shredded peel.
Let the syrup cool before pouring it over the oranges.
