Ingredients

 Tomato juice4 1/2 Cup (16 tbs)
 Green onions3 , minced
 2 cups heavy cream or half-and-half, stiffly beaten
 Garlic powder1/4 Teaspoon
 Bay leaves2

Directions

Combine all ingredients except basil in a deep bowl.
Cover and chill for 1 hour.
Discard bay leaves.
Ladle soup into bowls and garnish with chopped basil, if desired.
