In large bowl, stir together all purpose and whole wheat flours, sugar, baking powder, salt and nutmeg.
Stir together egg, mincemeat, milk and butter.
Add to flour mixture along with nuts; stir just until combined.
Spoon into well greased muffin cups; sprinkle with topping.
Bake in 400Â°F (200Â°C) oven for 20 minutes or until tops are firm to the touch.
