1. Add the cold water gradually to the flour to make a smooth paste. Add half of the milk and cook over low heat, stirring constantly, until thickened.
2. When smooth, add the remaining milk, cover and cook 20 minutes more; then add the salt and the butter or margarine and mix thoroughly.
3. Dip each slice of toast separately in the milk mixture; when it is soft, remove it to a warmed serving dish. Pour the remaining milk mixture over the slices and serve.
