2. Blend in flour, salt and pepper.
3. Heat until mixture bubbles. Remove from heat. Add milk gradually, stirring in.
4. Cook rapidly, stirring constantly, until sauce thickens. Cook 1 to 2 min. longer.
5. Use sauce as base for gravies, scalloped and creamed dishes, for topping cooked vegetables, fish, eggs and meat.
