Directions

Combine beef, oats, salt, 1/2 cup of the onion, and 4 tablespoons of the parsley.
Drain liquid from tomatoes into meat and mix well; set tomatoes aside.
Pat the meat mixture into a loaf down the center of a shallow baking dish (about 9 by 13 inches).
Bake, uncovered, in a 325° oven for 1 hour.
Meanwhile, melt butter in a frying pan over medium heat and saute the remaining onion, carrot, celery, and green pepper for 10 minutes.
Stir in tomato sauce, reserved tomatoes, and remaining parsley.
Remove loaf from oven, skim fat from drippings, and pour sauce over loaf.
Bake 15 minutes longer.
