By that time it should have a foamy head.
Put the flour in a large bowl and make a well in the centre.
Pour in the yeast mixture and gradually work in the liquid, until it has become a firm dough.
Add 1 teaspoon more water if necessary.
Knead the dough for about 10 minutes until smooth, then cover with a cloth and leave in a warm place to rise for 2 hours.
Roll into a cylinder and cut into 20 slices.
Fold each portion into a flat bottomed ball, and set to rise for another 30 minutes.
Place each bun on either a cloth or greaseproof paper in the steamer, in a single layer, and steam for 20 minutes.
