Cut the fish across into steaks, each about 1 1/2 inches thick.
Combine the lemon juice, mustard, garlic, bay leaves, cayenne pepper, and salt in a bowl, then add the mackerel steaks and stir to coat them.
Heat the oil in a frying pan over low heat, add the mackerel, and saute it gently for 10-12 minutes, turning once, or until the fish is done.
Sprinkle with the dill and serve with Green Pea Pilaf .
