Preheat oven to 350°F.
In small mixing bowl, combine 1 cup flour, powdered sugar and salt.
Cut in butter until mixture is the size of peas.
Grease the bottom of an 8 inch square baking dish.
Press mixture evenly into baking dish.
Bake for 15 to 20 minutes until set.
In medium mixing bowl, blend eggs, granulated sugar, 2 tablespoons flour, baking powder, lemon rind and lemon juice.
Pour mixture over crust.
Return to oven.
Bake for 15 to 20 minutes.
