Bring to a boil, lower heat, and simmer.
Sift flour with cream of tartar, baking soda, and salt.
Stir in enough milk to make a dough that will drop from the end of a spoon.
Drop dough by tablespoons into simmering sauce.
Simmer for 10 minutes, then cover and simmer for 10 minutes longer.
Serve dumplings plain, with sauce, or with whipped cream.
