Whip mixture with large spoon or electric mixer.
Add milk and the water slowly, beating constantly, until liquid has been absorbed.
Cover and chill.
Melt margarine in skillet; add sliced onions; cook until just tender.
Spread layer of meat mixture in round shallow baking dish.
Add sliced onions and top with remaining meat mixture.
Score top in 6 wedge-shape pieces.
Bake in preheated moderate oven (350° F.) for about 1 hour.
Serve in wedges.
