1) In a skillet, pour in some oil and fry the lamb till browned
2) Using a slotted spoon, remove and keep on absorbent paper
3) Mix together the flour, salt, pepper and rosemary
4) Add in the bouillon and cook over a low heat till thickened
5) Combine the browned lamb, bouillon, celery, potatoes, carrots, green pepper and onions and mix well
6) Pour this in a 2 ½ quart casserole
7) Cover the casserole with a lid and bake in the oven for 1 ½ hours till the meat and vegetables become tender
8) To chill the mixture, cover with a moisture proof material and seal with freeze tape
9) To serve this later, reheat in the oven for 45 minutes till heated through

10) Serve the dish warm
