Ingredients

 
1 cup bulgur
 
1 cup water
 
1/2 kilo ground meat ( beef or lamb)
 
2 Onions
 
Salt, Black pepper, Allspice, Cinnamon, Cardamom

Directions

1- Soak the bulgur in water for 15- 30 minutes - rule of thumb when using bulgur in cooking, the ratio of bulgur to water is 1:1.
2- Add the meat to the bulgur and mix well with the spices.
3- In the food processor add the mix of bulgur and meat and grind well, add the onions to the mix too. This way you will form the Kebbeh dough, that you can use to form the kebbeh rolls stuffed with cooked ground meat and then you fry OR you can use this Kebbeh dough to spread it in the pan to make Kebbeh bil sinyyeh.

I am sure you could use ground chicken, but lamb or mutton/goat tastes the best for this.
