Directions

Remove large outer leaves of cabbage; cook in boiling water 3 to 5 minutes or until tender.
Drain.
Saute onion and celery in 2 tablespoons butter in a large skillet until tender.
Stir in next 4 ingredients.
Sprinkle each cabbage leaf with paprika; place 2 tablespoons meat mixture in center of each leaf.
Roll each leaf up over meat mixture, and place in lightly greased 13- x 9- x 2-inch baking dish.
Melt 2 tablespoons butter over low heat; add flour, stirring until smooth.
Cook 1 minute, stirring constantly.
Gradually add tomatoes; cook over medium heat, stirring constantly, until thickened.
Stir in ground nutmeg and sugar.
Pour mixture.
Over cabbage rolls.
Cover and bake at 350° for 1 hour.
