| Whole wheat pastry flour | 1 1/2 Cup (16 tbs) | |

| Baking powder | 1 Teaspoon | |
| Raisins | 1 Cup (16 tbs) | |
| Raw sunflower seeds | 1/2 Cup (16 tbs) | |
Directions
Preheat oven to 350° F.
Combine water, honey, butter or margarine and vanilla extract In a large mixing bowl.
In a separate bowl, stir together oats, flour, salt and baking powder. Add to mixing bowl and blend well. Mix in raisins and sunflower seeds.
Drop by tablespoonfuls 2 inches apart onto greased cookie sheets.
Bake for 15 minutes until lightly browned and edges are crisp. Remove to wire racks and let cool.
