Directions

Melt the butter in a large saucepan.
Add the onions, carrots and green pepper and cook until onions are tender.
Add the beef and cook until brown.
Stir in the tomato juice, potatoes and seasonings.
Cover and cook over low heat for 20 to 25 minutes or until vegetables are tender.
Mix the flour and 1 cup milk until smooth, then stir into soup mixture.
Add remaining milk and bring to a boil.
Serve at once.
