Ingredients

 Vegetable oil spray
 Haddock fillets1/2 pound
 Potatoes3 , thinly sliced
 Cabbage4 Cup (16 tbs), chopped
 3 medium-size tart apples, thinly sliced
 Onion1 , chopped
 Ground black pepper1/2 Teaspoon
 Basil1/2 Teaspoon
 Marjoram1/2 Teaspoon
 Garlic powder1/2 Teaspoon
 Oregano1/2 Teaspoon
 2 tablespoons acceptable margarine, melted
 Skim milk1 Cup (16 tbs)
 Plain bread crumbs1/4 Cup (16 tbs)
 1/4 cup grated low-fat Swiss cheese

Directions

Preheat oven to 350° F.
Lightly coat a covered casserole dish with vegetable oil spray.
Rinse fish and pat dry.
Poach haddock .
Allow to cool slightly.
Crumble fish into prepared casserole dish.
Set aside.
Steam potatoes and cabbage 5 minutes.
Place potatoes, cabbage, apples and onion on top of fish in casserole dish.
Add seasonings.
Pour margarine over vegetable layer.
Top with milk.
Cover casserole and bake 45 minutes, or until potatoes are tender.
Uncover casserole, sprinkle bread crumbs and cheese on top and bake until brown and crusty, about 5 minutes.
