Cut paper into strips, separating individual fortunes; place near oven.
Thoroughly grease a baking sheet with vegetable shortening.
In a bowl, stir together flour, cornstarch, sugar, and salt.
Add oil and egg whites and beat until smooth; beat in water and vanilla.
Bake one cookie at a time: drop a scant 1/4 cup of batter onto baking sheet and spread evenly into a 7-inch circle.
Bake in a 300° oven until light golden brown (about 14 minutes); if underbaked, cookies will tear during shaping.
To shape cookies, wear trim-fitting cotton gloves.
With a wide spatula, remove cookie from baking sheet; flip it over into gloved hand.
Hold prepared fortune in center of cookie while you fold cookie in half; work quickly.
(If cookie hardens too fast, you can restore its flexibility by returning it to the oven for about a minute.) Bend cookie ends together to form a crescent with open side of cookie on top edge.
Hold cookie for a minute or two so it will hold its shape as it cools.
Repeat steps to bake remaining batter, using a cold, well-greased baking sheet for each cookie.
Store cookies airtight for up to 1 day.
