In a medium-size bowl, beat eggs.
Add milk, butter, 2 tablespoons honey, and grated rinds.
Blend well using an egg beater.
Pour liquid ingredients into dry ingredients, and stir to form dough.
Knead in bowl until dough is smooth.
If too sticky to handle, add a bit more flour.
Form dough into balls the size of walnuts.
Place on a platter, cover with plastic wrap, and refrigerate until ready to fry.
Prepare a dipping sauce for the cookies by mixing 1/2 cup honey with cinnamon in a small bowl.
When ready to serve, heat 4 inches of oil to 375°F in a large heavy pan.
On a lightly floured surface, roll balls of dough into flat circles, 1/8 inch thick.
Fry 2 at a time, turning once, until lightly browned.
Drain on paper toweling.
