1 In a pressure cooker, combine fish, potatoes, green pepper, garlic, cloves, water and salt.
2 Close the pressure cooker and cook until the pressure builds.
3 Lower the heat and simmer for 5 minutes.
4 Open the pressure cooker and cook until the water evaporates.
5 Allow the mixture to cool.
6 Transfer to a blender and blend.
7 Add chopped cilantro along with an egg.
8 Mix well using your hands.
9 At this point you can correct the seasoning and add green chilies if desired.
10 Form even size patties with the mixture and roll them in bread crumbs to coat.
11 In a pan, heat oil and put the patties in it.
12 Gently fry the kebabs on both the sides until golden brown.
13 Serve hot with your choice of sauce or chutney.
