2.Saute' onion, celery, green pepper in the butter until soft but not brown.
3.Add garlic and saute' 14 minute more.
4.Add flour and mix thoroughly.
5.Add milk gradually to make a thick sauce.
6.Add cheese and remove from heat.
7.Cook and drain the macaroni.
8.Break fish into bite-size pieces, removing any bones; discard liquid.
9.Combine the sauce, macaroni, fish in 3-quart casserole. Sprinkle with additional grated cheese. Bake in 350 degree oven for 20 minutes to 14 hour, until bubbly.
