Ingredients

 Olive oil1 Tablespoon
 1 to 2 large cloves garlic, minced
 Onion1 Large, chopped
 Sweet red pepper1 Large
 1 large sweet green pepper
 1 large sweet yellow pepper
 Ground beef1 1/2 Pound
 1 cup cooked rice, approximately
 Diced tomatoes19 Ounce
 Salt To Taste
 Pepper1
 Oregano, dried or fresh
 Basil, dried or fresh
 Celery salt1 To taste, chopped
 Parsley, dried or fresh
 Chili peppers, optional

Directions

Wash and seed peppers.
Slice each into 8 strips.
Chop 2 strips of each colour.
In large pot, combine olive oil, onion, chopped peppers and chopped celery, if using; saute over medium heat until softened, about 5 to 10 minutes.
Add garlic and stir for about 1 minute.
Do not allow garlic to brown, or it will be bitter.
Add ground beef.
Break up ground beef as it cooks.
While the meat is cooking add seasonings to your taste, using the ones listed above, or your own favorites! This recipe is very versatile.
Once meat is completely cooked, turn off heat.
Add rice and diced tomatoes; stir until thoroughly mixed.
Check seasonings; adjust, if required.
You may use 1 large casserole or 2 smaller ones, if you wish.
Arrange 1/2 of pepper strips in bottom of casserole dish(es).
Season with salt and pepper, if desired.
Cover with 1/2 of meat mixture.
Repeat process with other 1/2 of the ingredients.
Cover with lid or aluminum foil.
Bake in 325°F oven for 1 to 1 1/2 hours or until pepper strips are soft
