2 cups sifted all-purpose flour
 
1 teaspoon baking powder
 
1/4 teaspoon salt
 
1 cup firmly packed dark brown sugar
 
1/2 teaspoon ground nutmeg
 
1/4 teaspoon ground cinnamon
 
1 cup butter
 
1/2 Cup milk
 
1/2 lb. blanched almonds, ground
 
1 cup sugar
 
1 tablespoon grated lemon peel
 
1 egg, slightly beaten

Directions

Blend flour, baking powder, salt, brown sugar, nutmeg, and cinnamon; cut in butter until particles are the size of rice kernels.
Add milk and stir until blended.
Spoon half of mixture into an ungreased 11x7x1 1/2 inch baking pan and spread evenly; set aside.
Mix remaining ingredients well.
Turn mixture onto waxed paper and shape into an even layer the size of the pan.
Invert over layer in pan and peel off paper.
Spoon remaining mixture over almond layer and spread evenly.
Bake at 350°F 45 minutes.
Cut into bars while warm; cool completely before removing from pan.
