Season with salt, pepper and the chili powder.
Remove from heat.
Combine the American cheese, evaporated milk, green chiles, onion and tomatoes in a microwave-safe bowl.
Microwave on Medium until cheese melts.
Dip the tortillas 1 at a time in hot oil until soft; drain on paper towels.
Place 1/4 cup filling in the center of each tortilla.
Fold the sides to overlap at the center.
Pour a thin layer of the cheese mixture in a 9xl3 inch baking dish that has been sprayed with nonstick cooking spray.
Arrange the rolled tortillas over the cheese layer.
Pour the remaining cheese mixture over the tacos.
Bake, tightly covered with foil, at 350 degrees for 30 minutes.
