In a heavy bottom pot or skillet, (not cast iron), saute leeks in 1/4 cup olive oil for about five minutes.
Turn heat down, cover with a tight fitting lid and allow to steam for 10 minutes or so.
Put 1/4 cup olive oil in saucepan.
Dissolve potato flour, (or brown rice flour), in oil and heat until mixture bubbles.
Stir in water and continue to cook a minute or two.
Add to leeks and stir until well combined.
Cook for about 10 minutes longer.
Add salt and pepper to taste.
