Add flour, salt, baking soda, and cinnamon; process just to combine.
Place butter, brown sugar, and granulated sugar in work bowl; process continuously until combined.
With motor running, pour egg, vanilla, and milk through feed tube; continue processing (stopping to scrape bowl once or twice) until mixture is creamy.
Add flour mixture; process continuously (stopping to scrape bowl once or twice) just until combined.
Add oats; mix into dough, using on-off pulses.
Line a 12-inch pizza pan (or a 14 by 17-inch baking sheet) with foil; grease foil.
Spoon batter onto foil and spread to within 1 inch of pan edge (or spread into an 11-inch circle on baking sheet).
Sprinkle toppings over batter.
Bake in a 350° oven until golden brown (18 to 22 minutes).
Let cool in pan on a rack for 10 minutes; then transfer cookie on foil to rack and let cool completely.
Cut into wedges to serve.
