Directions

Heat oven to 350°.
Mix water, rice and salt; cover.
Cook and stir ground beef, celery and onion until meat is brown.
Drain off fat.
Mix all ingredients.
Pour into greased 2 quart casserole.

Uncover and stir; bake 30 minutes longer.
