1.Preheat the oven at 350 degrees.
2.In a pan, heat butter for 3-5 minutes and add pecans in it and stir.
3.Once done, strain and keep the pecans on paper towels.
4.Take the container of electric blender and blend beef in it and when done, put it aside.
5.Mix cream cheese with milk in a bowl and then blend it at medium in electric blender.
6.Put beef, green pepper, onion, garlic and white pepper in the container and stir well.
7.Add sour cream and mix.
8.Take a greased 1 quart casserole and put the mixture in it.
9.Top the batter with pecans and put the dish for baking for 25 minutes.
10.Serve hot with variety of crackers.
