Directions

1. Combine flour and cocoa powder; set aside. In a mixing bowl beat butter with an electric mixer till softened. Add sugar, soda, baking powder, and salt. Beat till combined. Add egg and vanilla; beat. Gradually beat in flour mixture.
2. Shape dough into 1-inch balls; place on an ungreased cookie sheet. Press down center of each ball with thumb. Drain maraschino cherries, reserving juice. Place a cherry in the center of each cookie. In a small saucepan combine chocolate pieces and sweetened condensed milk; heat till chocolate is melted. Stir in 4 teaspoons reserved cherry juice.
3. Spoon about 1 teaspoon frosting over each cherry, spreading to cover cherry. If necessary, thin frosting with additional cherry juice. Bake in a 350° oven about 10 minutes or till done. Remove to wire rack; cool.
