Preheat oven to 375 degrees.
Cook cauliflower according to package directions, omitting salt.
Drain and coarsely chop.
Place on paper towels; squeeze to remove excess moisture.
Coat a 9-inch pie plate with vegetable cooking spray.
On the prepared pie plate layer cauliflower, cheese, green pepper and onion.
In a blender container combine milk, Egg Beaters, biscuit mix, paprika and pepper.
Process for 15 seconds.
Pour over vegetables.
Bake for 30 to 35 minutes or until set.
Let stand for 5 minutes before serving.
