Directions
1. Preheat oven to 375°F. In a medium bowl, beat butter and sugar with an electric mixer on medium speed until flurry. Beat in egg until well blended, then beat in vanilla. Mix oatmeal and flour with baking powder, baking soda, salt, and cinnamon. Stir in and beat until well blended. Press half of dough into an ungreased 8-inch square pan. Sprinkle chocolate chips over top.
2. In a microwave-safe bowl, combine caramels and 2 teaspoons water. Microwave at 50 percent power 2 to 3 minutes, stirring occasionally, until caramels melt. Drizzle over chocolate chips. Crumble remaining dough over top.
3. Bake 18 to 22 minutes, until top is lightly browned. Remove to a rack and let cool completely before cutting into 25 squares.
