Scrape as much of the white pectin away from the peel as possible.
Cover with boiling water and boil 15 minutes.
Remove peel; scrape remaining pulp and white pectin from peel.
Cut in 1/4 inch slices, return to fresh boiling water; boil an additional 15 minutes.
Mix gelatin, water, red hots, and sugar until dissolved.
Add grapefruit peel; cook over medium heat until almost all liquid is gone, about 50 minutes.
Lift out; roll in sugar.
Let dry on wax paper overnight.
