Early in day: In heavy skillet over medium heat, stir 1/3 cup packed brown sugar constantly until melted and smoking.
Now slowly add boiling water, continuing to stir until sugar is dissolved.
Pour into measuring cup; set aside.
Preheat oven as cake-mix label directs.
Make cake but substitute burnt-sugar syrup plus enough water for amount of liquid called for.
Turn batter into two greased 9-inch layer-cake pans.
Bake, then cool as label directs.
Meanwhile, in medium saucepan, melt butter; add 1 cup packed brown sugar; then boil over low heat, stirring constantly, 2 minutes.
Add milk; stir until boiling.
Remove from heat; cool.
Pour into small bowl.
With electric mixer at medium speed, gradually add frosting mix, beating until smooth.
Use to fill and frost cake layers.
