Grease 15x10-inch jelly roll pan.
In a large bowl, combine margarine, sugar and vanilla; beat until light and fluffy.
Add eggs, one at a time, beating well after each addition.
Lightly spoon flour into measuring cup; level off.
Add flour and cocoa; mix well.
Spread in prepared pan.
In small bowl, combine sweetened condensed milk and coconut.
Spoon over batter; spread evenly to cover.
Bake at 350°F for 25 to 30 minutes or until topping is light golden brown.
Cool completely; cut into bars.
