Place them in a pan with the salt and about 10 fluid ounces [1 1/4 cups] of boiling water.
Bring the water back to the boil over moderately high heat and cook the broccoli, uncovered, for 5 minutes.
Then cover the pan and cook for 10 to 15 minutes more.
While the broccoli is cooking, prepare the sauce.
In a small saucepan, melt the butter over moderate heat.
Stir in the flour with a wooden spoon.
Cook for 1 minute, stirring constantly.
Remove the pan from the heat and add the milk, a little at a time, stirring constantly.
Return the pan to the heat and cook until the sauce is thick.
Add the pepper, cheese and chopped anchovies and continue stirring until the cheese has melted.
Drain the broccoli in a colander and arrange it on a warmed serving dish.
Pour the sauce over the broccoli, garnish with the remaining anchovies and serve at once.
