Combine beef, water, Worcestershire sauce, onions, celery, parsley, bay leaf and salt in a large saucepot; bring to a boil.
Reduce heat and simmer, covered, 1 hour.
Add carrots and potatoes; simmer, covered, 15 minutes.
Add cabbage; simmer, covered, until beef and vegetables are fork tender, about 30 minutes.
Remove beef and vegetables to a serving platter; skim excess fat from broth.
Serve broth in soup bowls; serve with French bread if desired.
